Default Two screws on Cluster??

Working on installing dash in my 69 FB. There are two screws that are located at the top, forward edge of the instrument cluster that are partially screwed in as you can see in the picture. What are these screw used for or am I missing some bracket or strap? Also, where does the braided copper ground strap that is screwed to the cluster housing get attached to on the dash board structure? Page #398 of manual is unclear to see these items. Thanks

The 2 screws on top of the cluster are for holding the dash harness to the cluster. There should be a plastic sheathing around the wires with a screw hole on each end. I'll look to see if I can find a pic of that and the ground strap

No I looked but I can't find it pretty sure it was from a lower bolt on the rh side of gauge cluster to the windshield wiper switch bolt

The ground strap from the cluster attaches to the cigarette lighter and over to the left hand side of the radio. There is yet another strap that picks up the other side of the radio and grounds to the lower right hand corner dash mounting boss. There is then again a triangular strap that attaches to the light switch on the upper left of the dash.

That ground should go to the screw circled. The ground for head light switch is attached to the wiper washer switch already.
However, to install that assembly, you will need to remove the headlight switch from the cluster and install it in the metal bracket that is part of the dash. If you send me a picture of your metal – where the headlight switch would go, you will see or I can show you. There's a hole there switch goes in first with no knob. Then a screw goes over it with the bezel then the knob pushes in

Default H.L. Ground

The H.L. Ground strap is in place. It did not show up clearly in earlier pics. Do I need another ground strap from the cluster to the chassis too?

The copper ground strap that you have needs to be attached to the screw I circled at the back of the windshield wiper switch. Yes, I saw in your picture you have the ground from the wiper switch to the headlight bezel in the picture I'm sending you will see The headlight switch stays in the steel – then the plastic – with your gauges goes over it with the bezel then the nut.

Here is a Bulletin from the year 1970. It has the diagrams for the original grounds behind the dash bezel.
