Default how to restore a Hurst T-handle?

I have an original "open 4" T-handle Hurst shifter but the black paint surrounding the letters has long since disappeared. What is the best method of getting black paint around the lettering. I would think just run paint in that area and then remove paint from the numbers. Any tips? Also, what degree gloss paint?

degrease and clean thoroughly
then use paint thinned and in an eyedropper
or a needle bottle

Thanks for the advice but I had doubts about my ability to get the thinned paint to flow around the tiny numbers.
I degreased and cleaned the handle with a tooth brush and mineral spirits, carefully masked what I could and then sprayed it with Eastwoods Underhood Black (semi gloss 60 degree) paint. After two minutes I removed the tape and rubbed lightly over the numbers with a paper towel soaked with mineral spirits and held taughtly over a rubber block.
I think it turned out OK.
