Default 1966-7 Sterring Column question

Near the firewall, there is a spring & washer & collar that slides. I noticed mine came loose so i slid it up a bit and retightened it up. Does the spring hold a packing in someplace & whats the purpose for these parts. Its directly across from the rear head bolt on drivers side.

Default 1967 SERVICE MANUAL

It secures the bearing and retainer as well as assist in keeping shaft centered.
While lifting on the lower shaft rod, if you get a lot of up/down movement this may be due to missing/failed bearing/retainer.
Can't tell you how many I've come across with the lower bearing missing and/or worn out.
The last '67 that came though had the spring on the bottom/under the retainer?? not sure how someone thought that would work?
