Is this trans a weaker version of the Turbo 350/700R?

No, its a 4 speed version of the turbo 400.

The 4-speed 4L60 is based on the 3-speed TH350.

The 4-speed 4L80 is based on the 3-speed TH400.

Correct.

The 700R4 morphed into the 4L60 then the 4L60E.
They seem to be ok into the 11's with most small blocks, after that they need help to live.

yup I was wrong, 4L80 is a truck tranny now based on the 400
