Default Set tension on seat belt retractor ?

I took the driver's side seat belt tensioner apart, to install a new cover on my 72 Lemans. What is the secret to setting the correct tension?

I have found the error of my ways! Somehow upon re-assembly of the retractor, the spring got messed up. I was able to cut the bad part off of the spring and bent the end, to fit into the white plastic cap. After 2nd re-assembly, I was able to set the tension that I needed.
