Torque Tube Sound Deadener Pkg

Does anyone know if the sound deadener package found in the torque tube and on the bellhousing was standard or an option. It appears to be an asphalt based material about 1/8" thick and laying in the bottom of the torque tube. Parts book shows it as a sound deadener package with its' own part numbers for AT & ST in 62 and 63.
