Default Parking brake adjustment

My pedal when released is only coming up about half way. If I pull the release out and use my toe it lifts up easy. Where is the adjustment for this?

First make sure the rear brakes are adjusted correctly. If they are too loose the parking brake will be too loose also. If they are correct follow the cable back towards the rear and you will find a long threaded stud on the cable mechanism. Lube the threads liberally and tighten the nut. If it won't turn apply heat if available.
