Default Brake Pedal Return Spring

I am redoing all the brake hardware on a manual disc/drum (pads & shoes, wheel cylinders, master cylinder, etc....) and the rear Strange C-Clip eliminator kit on my 69'. Changed the latter over to studs versus bolts.

I realized the brake pedal does not return to an UP position. Is there supposed to be a return spring such as attached in the links below?

I have read conflicting information regarding its usage. 1) Manual vs. Power brakes and 2) Auto versus Manual transmission brake setups.

There is also reference in the factory manuals to Cruise Control vehicles having the spring. See related pic below.

My '68 with manual drum brakes has one.

1967 Firechicken, 499", Edl heads, 262/266@0.050" duration and 0.627"/0.643 lift SR cam, 3.90 gear, 28" tire, 3550#. 10.01@134.3 mph with a 1.45 60'. Still WAY under the rollbar rule.
