Default 65 float levels and drops

What should these measurements be to keep the fuel in the bowl lower than the airhorn gasket while driving on fairly level highways. For the center carb, stock says float level at .023 but the kits says .021.
The ends at.023
Float drops at 1 3/4"

Delco Bulletin 9-PO-1 1965:

Center to be set at 11/16" from toe of float at sharp edge of seam to air horn gasket and 1 3/4" drop from gasket surface to bottom of float.

End carbs 21/32" and 1 3/4" drop.
