Default 1974-75 front bumper adjustment

Hi all, I installed a new repro front filler strip on the nose of my 1975 T/A, and would like to lower the front bumper about 1/8" for some clearance. I have loosened the 2 bolts holding the brackets to the subframe, the 2 bolts holding those brackets to the bumper brackets, the long tie rod between the 2 bumper brackets, and the nuts on the rubber mounts between the too of the bumper bracket and the top of the rad support. I can't get any movement at all- is there a trick to adjusting these? Or have I missed something ? Thanks for any help!
