Default 69 carb upper idle bleed screw

So when adjusting the upper air bleed screw do I open it until I see max vacuum or do I seat the upper idle air bleed screw, and do it by the mixture screws instead. Currently it's seated and I have 1.5 turns out in the idle mixtures.

I would not add additional air to the already lean idle fuel/air blend in these units thru the upper adjustable air bleed.
Leave it seated and adjust the amount of preblended fuel/air mixture with the idle needle screws.
