I found this tach in a photo of a 63 Tempest. Can anyone tell me if this was factory or dealer aftermarket from back in the day.

Hmmm..... I hope you are referring to something other than a Pontiac because my automatic transmission '62 GP came standard with a tach on the console, not a vacuum gauge.
