I've delt with Bruce for a couple of years. The only problem I've ever had was not getting things when promised. My son has met with him. Says he reminds him alot of me. My son just purchased a 428 shortblock from Bruce. He sent his e-heads purchased from Bruce a couple of years ago, hand ported not cnc. Bruce picked the cam Andy assembled the engine. They dynoed it at Westech, but dyno results, like flow numbers don't mean anything. Cam specs, a degree wheel and dial indicator i can figure them out myself. The engine is in a 1970 Firebird 10 inch continental converter,manual valvebody turbo 400,4.11 12 bolt,cal-trac bars,stock 15x7 front 15x8 alluminum wheels street radials on front 28x12.50x15 M/T ET Street rear.Street car will pass inspection in Texas with tailpipes. Has 3 1/2 inch bullet mufflers and turndowns right now. Has an interior. 8 point roll bar. Fiberglass front bumper and scoop. Took it to River City Raceway a couple of weeks ago. First pass left off idle shifted at 5500 shift light came on about three quater track it startled him (my son) he lifted ran 11.40. Second pass tried to load converter a little bit spun lifted ran 11.11. Third run left off idle 1.69 60ft best ever ran 10.89 at 126 shifting at 5500. Carb is old 850 Holley. All motor no nitrous. Also 11.43 compression with 93 octane Texaco pump gas. Will be going to Little River this weekend, Saturday for the street meet. For you guys from Austin, yes it is that black one that had the e-head 400,its been redone since last year.

Gears are a little steep, thats why we went with the 428. Rpm,s real quick. Still testing still learning.

I just joined the PY board. I have been a guest for the last two years. I found the information about Rock N Roll Engineering and Bruce Fulper very helpful in my dealings with him. My story started back in July 2000 when I saw an ad for him in High Performance Pontiac. Usually, the guys in the magazines will check out and he was close. I live in San Diego, his shop is about an hour and a half up the freeway. I talked to his shop a couple of times and made arrangements to trade two 350 blocks for his standard 400 build-up. I was trying to clean out the garage and get more horsepower. I also agreed to give him a set of 4x heads to use on the motor. He asked for $1500 up front and told me that his turn around was two months. After two months, I had not heard from Fulper so I called him and he got all pissy on the phone telling me his mechanic had quit and that he was doing all the engine work himself and if people like me would stop calling him, he could get the motors done. I said I will take my money and parts back. He then told me he could have the motor done in thiry days. He had the motor done in 40 days. I picked up the motor at his shop and paid him in full. I get around to putting the motor in about March 2001. I start putting fluids into the motor and the freeze plugs leak and JB welded on the plugs is a tag that says warranty voided if removed. I call Fulper up and he won't talk to me, instead his new mechanic Andy runs interference for him. Andy tells me to take the motor to D-Mac in Escondido. I chose not to do this because, under California law you have to give a business three chances to make things right before you can get your money back. I take the motor back to Fulper and he tells me that it will take two weeks for him to get around to it. I go off on the guy and tell him that's B.S. for three grand. Next day I file a complaint with the BBB and the Bureau of Automotive Repair, which is a division the California Dept. of Consumer Affairs. They pull a lot of weight with mechanics shops in the state, because they can shut 'em down. At the end of March 2001, I get a letter from Fulper's attorney John Mannerino telling me that I better come pick-up the motor or Fulper will start charging me storage. After a few trips from the B.A.R. agent Bruce agrees to fix the motor. A couple months go by and I am going to get the motor and I call and Andy tells me the motor is apart. More visits from the B.A.R. and Fulper finally builds me a completely new motor. (I suspect he sold the other motor to someone else.) I go pick up this motor with the B.A.R. agent at his shop, because Fulper won't talk to me. I look at the motor and I ask, Where is the #400? Because usually the number is on the block somewhere. Andy says that Pontiac didn't always have the number on the block. I pointed at the transfer lug and said, "That is not supposed to be on a 400." He assures me that there were exceptions and tells me to check the block number with the sheet of paper on the desk in Fulper's office. It was the sheet from McCarthy's book taped to the desk and the number indicated that it was a 1969 400 block. I ask Andy one more time in front of the agent and he says it is a 400 block. I take the block home and the first thing I do is drop the pan and mic the cylinders. Sure enough the block is a 350. I put paint stripper on the block id number and someone had machined the last number from a nine to a one. The block code shows that in 1969 the numbers are the same except for the last number. Fulper sold me a 350 and tried to put it off as a 400, in front of the organization that could shut him down. I thought damn, this guy takes the cake of all time. More calls to the Bureau and finally I file a small claims in April 2002. We go to court in May 2002 and I agree to keep the motor and Fulper agrees to pay me $2000. That is not much for a year and half of suffering, but the guy actually paid me, short the court costs, of course. STAY AWAY FROM DOING BUSINESS WITH THIS GUY!!! If you have any questions, I have the court judgement, pictures, the B.A.R. procedures etc...The Bulletin Board at P.Y. helped me a lot in letting me know what I was dealing with. By the way SparksGto, I think we met at Hot August Nights 2001 at the parking lot of the Peppermill. Was that you?

Fulper does send out the heads to a Very Good
CNC head porting shop. I have spoken with them in the past. They say they will do heads for Bruce but it is CASH MONEY UP FRONT before they turn the machines on.

Apparently Bruce can get good work done if the
money is on the table before the work starts.

Now the question is: If Bruce"s "Mechanic" is building the engine and the "CNC shop" is porting the heads, etc, what is Bruce doing but taking your money?

Well 71Lemanz, I just want to say "THANKS" for giving this dumbass Foolper a hard time. It's amazed me as I've read the stuff on this board regarding him. I know for a fact I wouldn't have been able to control myself if I would have had a similer experience...I believe serious harm would have come to him! And of course, I would have to pay the consequences. Hard to believe he's made it this far and hasn't been jumped by at least one of his "customers".

Wow that's amazing. I recall the magazines promoting his business and engine builds and I see that there is nary a mention of his name [in the magazines] anymore. I will never buy a thing from him, especially considering there are a few well known, good guy Pontiac shops that are decent to deal with and go as far as offering advice daily on several Pontiac boards...

The only ones giving him ink (that he doesn't pay for) nowadays are the POCI club in their monthly newsletter "Smoke Signals". This combined with their recent inclusion of GMC is going to be a severe detriment to the club.

I wouldn't place blame on POCI. To them he's just a member, and as such can sumitt articals for print. They don't know all about Big Floper and his Rock & Rattle adventures so he can run free for awhile. I am sure that soon enough he will burn that bridge as well.
