While working on my 66 GTO, I noticed that the Pass. side exhaust manifold has some type of a flap in it and there is what looks like a choke coil ohn the out side of it.

Does anyone know what this is???

That is your heat riser valve. When the engine is cold it supplies heat to help vaporize the fuel in the intake manifold. The exhaust is forced through the crossover in the intake manifold. This heat also allows the choke to operate correctly. If the flapper still works freely leave it alone. If it is rusted (most likely shut) you can free it up or remove it. The correct way to free it is to spray it with the correct lube and tap the ends of the shaft back and forth while trying to turn it. All the auto makers had the exact same lube in the same can but with their label. Chrysler's part number is 4318039 and is still available. It is now called RUST PENETRANT and in small letters," heat control valve solvent ".

Someone tied some wire to it to keep it open. Is this correct for a 66????
Is it OK to leave it like this??

I decided to remove the heat riser on my 65 GTO. It was making a lot of clinking noise and leaking through the side holes which made the engine sound like a piece of junk. I tapped and threaded the holes then put in short bolts with exhaust sealer. Even though I live in a colder climate I don't see a problem except having to give the engine a couple more minutes to warm up.

Yes you can leave it wired open, I totally removed mine when I switched to RAIII manifolds.
