So, I'm sending the old starter to the museum after the wiring meltdown.

Found two shims when I removed it.

Does the new starter use the old shims? Or is there a measurement that needs to be made and shims added/removed?

And what direction does the open 'c' eng point - to the block or away? Thanks!

Use enough shims that it will be possible to insert a 1/8" allen key between the starter ring and the starter pinion shaft without being able to turn the key.

The open end of the shim should be against the inner screw, the other end is extended to hold the shim during assembly.

Starter arrives in a few days, have some wiring repair in the meantime.

The shims are slotted so you can start the inside bolt without worrying about holding the Shims in place too. You start the inside bolt and let the starter hang and slide the shim(s) in. Install the other bolt and tighten both.
