Default Ignition Switch Question?

My ignition switch on the '70 GP tilt column doesn't return all the way to the "off" position. Is it a switch problem or something in the column??? I vaguely remember this being a problem for many GM cars back in the day, but I can't remember the solution.

It maybe your linkage from the trans going up to the steering column is out of adjustment. Rotate the collar on column ccw while turning your key off. If it helps then you need to lengthen the linkage.

Well, now I did it!

The adjustment did work! BUT, I had to change the switch anyway so I took the wheel off and changed it. Now the horn goes off for no apparent reason! What did I do wrong???
