Default Adhesive to repair plastic valance panel??

Has anyone found an adhesive that will repair the plastic valance on my 1974 TA? I’ve tried 4 different plastic adhesives and non of them work. Not even a bite. Might as well have put clear water on there. Any ideas?

Been using this product for years....works great on problem plastics. Just scuff area with 180.... then spray a coat of the surface modifier...let that flash for 5 minutes...then spread the goop to it....but work fast...cus it sets up fast....no farting around with this stuff. Let dry ovah night ...sand smooth and finish with a skim coat of SEM Bumper Bite filler...prime and paint

These should be ABS plastic like the whel flares. Go to hardware store or Home Depot, etc and get a jar Oatey ABS Cement. Usually in the plumbing area. Get the cleaner too.
