The second one is the fiber optic line to the ash tray. It’ll plug into the back of the gauges and that bulb just sits in there to feed the fiber optic line.

I thought the first pic is a harness that plugs into the main harness above the gauges and feeds light to the heater controls or heater and radio?

I don’t believe it actually illuminates the tach in addition, just a convenient spot to grab 12v off the circuit board/sheet.

The first photo may be a courtesy lamp harness for use with a tape player. One socket has a longer length towards the passenger side. Shorter length for the driver's side. I have one for my 67 GTO with tape player

Is this for your 68?
68's didn't have under dash courtesy lights. The Map Light under the dash pad was used instead for convertibles. .
For other models just run a white wire from the map light to the headlight switch. Terminals are already there and our sponsor has the wire.

The dual lights can be installed under the dash if you wish. Plug into the Orange battery power wire and the white wire to the door switches. You'll need the mounting brackets for the sockets too. The harness length is longer on one end since the plug-in location is offset from center.

You can see how the fiber optic cable is installed in this drawing.
