Default ‘70 turn signals in a ‘69 valance

My ‘69 GTO turn signal housings are junk. All I could find are ‘70 repro’s so I bought a set.
The 70 housings mount differently than the 69’s because the 70 valance has mounts attached to the valance to hold the turn signals in and you use clip nuts on the mounts with long screws through the housings, lens and bezel to mount everything. The 69’s use a loose bracket and the housing has studs on the back that use nuts to attach the housings to the brackets. The lens and bezel then are retained by short screws that screw into the mounted housing.
Do I need to weld or panel bond the loose 69 brackets to the valance to use the 70 housings or is there another trick to this?
