Default Upper control arm torque spec

Looking for some help with proper torque setting on the two bolts that attach the pivot shaft (or cross shaft) @ upper portion of the upper control arms. For clarification it's the two bolts @ the outside of upper control arm that run through the rubber bushings & attach to pivot shaft.
The vehicle is a '66 Lemans. Last Summer I replaced all of the front suspension/steering components & yesterday rechecked all nuts/bolts for tightness. I found the above mentioned bolts for upper control (both sides) appeared to be a little more than finger tight. That didn't seem right.
Does anyone know what torque setting they should be ?
