Default Ground wires to inst. cluster

Gentelmen, I am in the process of switching the inst. panel lights to LED. The 1st pic shows the back of the inst. panel with the black wire (ground?) going from the top of cluster to the bottom. It's how it came out of car originally. Don't see how this arrangement would make a ground???
The second pic. in the diddle of the wiring there is another black wire that attaches to the bottom of the metal dash. Is it the correct ground and where should I attach it? Don't think it was attached to anywhere when I pulled the bezel.

Lay it on other black wire or anywhere on the cluster mounting screws should be fine.
It appears the previous owner was trying to ensure a good ground for the cluster. Just forgot to connect the ground to the dash frame
