Default Exhaust manifold intsall on my 64 Cat

Found an exhaust manifold for my 64 Catalina & got the old one off without breaking a single bolt. I have new bolts and exhaust manifold gaskets from a gasket kit. The exhaust gaskets are the thin steel. flat on one side and a raised area on the other. Does the flat side go to the exhaust manifold or the head.

Another question. How important are those bolt locks that come with the bolts. looks like they will be a real PIA to install and will make removal difficult for thye next guy.

Also, safe to assume the bolts get a coat of never seize before they go in?

What are the torque specs on the manifold bolts? thanks
