Default 67 GTO carburetor choke issues

I don't believe my carb choke is working correctly. When I cold start the car, it doesn't go to fast idle. I removed the air filter to get a better look and most times this piece (shown in pictures) is caught on the piece next to it.

It seems there's too much 'play' ...or movement from side-to-side of the arm, allowing it to catch on the other piece. Maybe a clip is missing?

I thought on cold days, I'm supposed to press and release the accelerator to the floor before cranking?... to set the choke?

Picture 1 shows it caught on top. Picture 2 shows it in the correct position.

X2. Install the clip. The correct cold start is as you are doing: once or twice to the floor and then crank with foot off the pedal.

Same clip as on the choke pull-off rod, #7005109.

You may also use #836159 on these rods as a replacement.
