its not grounding all the way because its arcing,

I made my brothers truck do that on purpose haha he has a 82 K10 pickup with a classic grant steering wheel, it was pretty funny because he thought something was wrong.

Is one of your spark plug wires lying on the steering shaft under the hood?

If so, dress the wires so they don't lie on the shaft and get worn as the shaft turns.

Also make sure the firewall is well grounded to the engine and the steering column well grounded to the dash and firewall metal.

George

The spark plug wires are in a aluminum holder like on hot rods. So no touching steering colum shaft . The car has a ground strap from firewall to right cylinder head and a heavy battery type cable from booster stud to back of engine. Have all grounds in place and snug. Have the ground from cluster pod to colum support snug as well .

I sure do not want to contradict George K, but besides the grounds he suggested, check the ground wire in the rag joint. It might be frayed or cracked, but horns still work. If broken completely horns would not work.

Ok, then how about this......

Check the switch contact under the horn center button. There should be a single wire from the harness to the actual switch (horn relay wire, it may actually be a sliding contact to permit the steering wheel to turn) and a second wire that connects to the metal. Make sure that the horn relay wire is not touching the center horn button.

George

Yes there is ground bracket, from back of cluster pod, to steering colum support bracket. It 's function is to ground the dash instruments to body. I would consider it the most neglected ground on these 66 and 67 cars, the bolt missing that secures the ground bracket to colum support.
