Angry SOLID SHORT OR NOT? HELP

WHEN I PUT A TEST LIGHT TO MY REAR LIGHTS ON MY 66 GOAT IT LIGHTS WHEN I TOUCH EACH OF THE SOCKETS...NOT THE WIRES BUT THE SOCKETS...THE BULBS ONLY LIGHT WHEN I PUT THEM INTO THE HOUSINGS CRAZY QUESTION BUT SHOULD IT BE DOING THIS? THANKS IN ADVANCE GUYS

This is correct as the sockets get ground when you plug them into the light bezels. The test light glows because the tail lights are trying to draw ground through the test light.
