It is your windshield seal, it has dried out or rusted in the channel that holds the windshield. To fix it right, you will need to remove the chrome molding around the windshield, removed the glass, clean the channel it sits in, and see if there is rust there. If you haven't done this sort of thing, you might want to have a professional glass shop do it for you.

A important piece of diagnostic info ) Dave is correct I believe...I've had this happen on 2 or 3 cars..most good glass shops in your area will take the extra time to do what you need as well.

Check for the water leak with a garden hose. Start at the cowl and slowly work your way up the pillar until you see the water comming in. Another way is with compressed air and soapy water. Spray soapy water on pillar or winshield. Apply low pressure to the inside of the windshield. Watch for bubbles on the outside.

My Lemans had a water leak around the heat/AC blower fan. It took me while to find it but after sealing it up with black silicone the leak stopped. One thing I found that you may want to look at: The cowl has a flapper valve at the bottom to let water escape. The valve has a tendency to get clogged up with leaves/ debri. Remove the cowl grill reach down to the bottom front end of the cowl to find the valve.
