Default rough idle help

hello,i have a issue with my fathers car.its not a pontiac,but a 1957 olds super 88.
it runs rough on idle,and when i rev it up. if i put my hand slighty over the carburetor,and restrict air coming in,it runs perfect. what should i check for?

the carb have been rebuilt,problem not solved.
new sparkplugs,wires,coil.i have checked for vacuum leak,have not found any leak.
im getting grey hairs ouver this...

Check your float adjustment, spray carb cleaner around intake to check for vac leaks, check timing, and post in the correct section next time.

definitely sounds like a vacum leak or carb running lean.
