How important is it to put some type of sealant on the threads of the rocker studs on the heads?
I have black soot building up on my tail pipes,
I'm trying to find out where the oil is getting in.

Depends if the rocker holes have broken into the intake port. If so, it's a good idea to use some teflon. Check the valve cover bolts as well.

Not good to use teflon sealant anyplace internal on a gasoline engine. Use blue or red loctite on studs, but none of those should be into any combustion chamber. If they are, replace head. Look elsewhere.
