I've never used this primer before and was wondering if it can be applied over freshly sandblasted steel like the trunk floor and behind the quarter panel before I install the new quarter I all so like that it is black like the original primer on the floor and fire wall

YES,,, PPG DP Epoxy Primer can be applied to bare steel. In fact, that is what it is intended to do. Just make sure ALL rust is removed, clean the surface with grease and wax remover and spray.
