idle question

I am helping a friend out to get his motor to drop below 1600 RPM's at idle on a cold start in stock 350 motor. I have taken the intake off and resealed everything I could possibly seal. All hoses and lines are good and timing is close but can't set it where it needs to be until idle slows down a bit. I have access to a dwell meter. I have narrowed down to the Holley on top. It is a 600 CFM 1860(junk) with 65 jets and good pv. It had a renew kit put in it last summer, but from what I understand it is idling the same as before. There are 3 different hoses coming off the carb, I need to know which line would have the strongest port vaccum. There is 1 toward the backside near the vaccum module, 1 on choke side metering block, and 1 in front on the bottom base plate. The line in front is hooked to the distributor advance and the others are plugged. Should I get a vaccum gauge and just troubleshoot everything again? Fast idle cam may be an issue but don't think so if it worked before. This is a pain, can anyone shed any light on this headache?

Got mad and threw the Holley in the trash and bought a new Edelbrock Performer Series carb from Autozone. Problem solved!!! Car runs great!!
