Someone told me to set my hvlp gun to about 45 lbs. That seems a bit high. Is this right?
I tried to find the recommended pressure by the paint manufacturer but couldnt

Im using a HF cheapie, Im guessing when they mean 45lbs that is at the inlet and not the tip. Am I right?

I just bought a Porter-Cable (cheapie) GOOB sale, have not had the chance to play with it so what ever questions you ask help me out too!
Yes that would be the inlet pressure same as what my manual recommends
(Max 100) on mine
On reading some of the threads and some of the auto body sites these guns use a lot of air, a little 3hp compres not going to work.

If your gun is the HF 43430 (purple), I have one too, nice gun for the money.

I set mine to 40 psi at the gun regulator, with the trigger pulled. Set your compressor to 80 or whatever and adjust the gun to 35-40 with the trigger pulled. The gun will reduce the pressure internally to the 10psi you see on the air cap.
