Looks like something leeked or spilled on it versus rust. Great deal on this car though!

The dealership (Backus) it was bought at was in Savannah,it's now closed. It might have been parked in a leaky barn or the frontend was exposed in a carport. To me it looks like it has a painted top.

The right side of the car looks pretty rough as well. To me, $1000 would be pretty generous.
