Door Weatherstrip
 
I'm replacing the weather strip on our 79. I got one of the complete
weatherstrip kits and am starting with the doors. The inner window
strip, the one with the chrome edge that sits atop the interior door panel:

The OEM strip was stapled to the door panel. Looks like the RE one
from the kit is intended to be glued on. Is that right? I don't see how
I can staple it on like OEM, the staples were somehow done 'inside'
the weatherstrip channel, and I don't have a commercial grade stapler
anyway. Thanks.

You could take them to a trim shop to have them done. I've seen them done with small pop rivets also.

Interior door panel
 
Went for a ride yesterday with the door panels reinstalled with
the new weatherstrip. I notice that the the top of the interior door
panel with the inside window felt jiggles and rattles. It is loose and
doesn't appear to have grabbed onto anything.

Are these panels supposed to be supported/connected along the
top edge to the door frame?

they are supposed to "latch onto the top side of the door shell.

It should be hung over the 3 brackets that hold the felt pads, as seen in this pic:
