Rear quarter panel lights

79 Formula. The light in each rear quarter panel: when are
they supposed to illuminate? When the running lights are on?
Are they supposed to flash with the turn signal? Thanks...

The rears come on with the running lights. Only the fronts will flash opposite the turn signal while they are on.
