88 GTA with steering wheel radio controls
 

looking at an 88 GTA, electronic dash, cassette player, but it does not have the steering wheel controls. I was thinking all 88-89s had the controls?

That would be correct! 87 Last year of the non radio control steering wheel regardless if digital dash.
