Transmission Issue?

i purchased a Turbo 400 transmission equiped with a trans brake, there were numbers indicating the model and year of the Turbo Action valve body, and yes it is reverse manual shift style, I took it to our local rebuilder to freshen it up because I did not know the true history of this unit, but here is my issue, since the rebuild and installation, With the car not running, I can shift from park to high gear: P R N 1 2 3 with no problems at all, I even started the car FROM NEUTRAL and was able to go from 1st 2nd and 3rd, I even put it into First Gear and applied the Trans Brake to 2,000 RPMs with the 2 step and released the button with great results! Now on to the problem at hand, I can't shift from past reverse with the car running OR I can't shift the car forward to neutral forward with the car running, and it seems like it's pressure related because it only happened while the car is running, but if I start it in neutral I can get forward gears, if I start in park I can only get reverse! This unit has T.A. Valve body and T.A. Solenoid, what is my problem, and have you ever heard of such an issue? Please Help, Thanks in Advance....:(

I did, and gave him all the information etched on the valve body, he also had me drop the pan to check if the shifter valve had the proper slot in it to bypass the fluid, and it was the correct unit, and had smooth operation without the shifter cable ATTATCHED.:(
