Remember working on a vehicle in the early 80's with the symptom you describe. In one direction the turn signal would cancel with very little movement of the steering wheel and in the opposite direction would take nearly a full turn of the wheel. While it was on a locking steering column (ignition lock cylinder located in the column) I believe this should apply to your 68 column.

This may sound like a dumb question but have you recently had your steering column out of the car (disconnected from the steering gear box)? When I say "disconnected from the steering gear box" I mean right at the box and NOT at the joint at the bottom of the steering column where the intermediate shaft connects. Did you have the steering wheel off the column at the time? If yes then I "MAY" know what the problem is. When you have the steering column out of the car you can spin the main shaft of the column as many times in either direction that you want because there is nothing to stop the rotation. When the column is connected to the steering gear box the rotation of the main shaft is limited by the gears inside the box. Because the cancelling cam is splined/indexed and can only go on the shaft one way and with the symptoms you're having you may have installed the intermediate shaft to the steering gear box 180 degrees off. If the steering wheel was still on the column at that time then you would have noticed that the steering wheel was now upside down.

To correct first have the front tires pointing straight ahead. Then note the position of the plastic tube on the cancelling cam (where the horn wire plugs into). Then remove the cancelling cam from the steering column. Next disconnect the intermediate shaft from the steering gear box. Leave the intermediate shaft connected to the base of the steering column. Now turn (rotate) the intermediate shaft one half turn (180 degrees) in either direction. Next reinstall the cancelling cam. The plastic tube for the horn wire connection should now be 180 degrees from where you noted earlier. Then reconnect the shaft to the gear box. If I'm right your turn signals should now cancel correctly in both directions. In the case of the vehicle I was working on the column had been previously out of the vehicle by another technician doing a theft repair a week earlier.
