Cannot shift out of park

Does this year model GTA have a shift interlock? Could not start the car over the weekend, found it had a bad battery so I replaced it with a new one. The car now tries to start but will not run. It's been sitting a while and may have bad gas in it so that's my next step.

I wanted to move the car but I found that, even with the key on I could not shift the transmission our of park. Does this year model have a shift interlock? If so, I'm wondering if that is not disengaging properly and that's the issue. Is there an override for it? I may have to have the car towed to a local garage if I can't figure out why it won't start and I need to move it to a different spot in the driveway just work on it.
