Have to start creating a clone 66 center airhorn due to the loss of my original when sent to a restorer. Until I can locate another OEM horn. Can anyone tell me why this shield was used and is it critical?

It doesn't hurt to use it for the airhorn it was intended for. It keeps the gasket from getting wet.
Pontiac didn't use it in any Tri-Power carburetors though.

Thank you. Glad I asked. I was thinking to minimize fuel sloshing around the needle/seat. I am going to eliminate it in my clone project for now.
