Looking for recommendations for engine rebuilder in MA, RI, NH area
 
I'm looking for an engine rebuild shop in the MA, RI, or NH area for my original 69 400. Looking for a complete rebuild and keeping it stock. Anyone know someone with Pontiac 400 experience?

I use R&L in Dover, NH. They are very good, expensive but good. Will be a long ride for you and you can check their prices on their website.

Agreed, They built my 400 when I was living in Maine and I'm very happy with it. https://www.rlengines.com/

Stock block?, Do NOT deck the block aside from a clean up. Why make it so you have to mill the heads, and intake to all fit and not leak ?
Also Do NOT get an "Align Bore" for your crank. Why?' Because the front and rear Oil seals DO NOT MOVE up when the crank moves UP ( DRIP DRIP ) . Do you really want an undersize chain too?
Make sure finished engine is SMOKED. R&L will do this.
All just my opinion........ from experience....
