Harmonic Balancer ?

My buddy has a '66 LeMans and found 2 pieces of rubber under the motor yesterday. Does the Harmonic balancer have a rubber ring that has maybe come apart?

I'm wanting to put a/c in my non a/c '68 GTO and I don't want to cut the dash, so I'm looking at under dash units. Any recommendations? My car is a 4 speed with the 400 in it.

Ok, I disconnected the tan wire going into the headlight switch, is that the same fuel gauge wire? Nothing changed. Anyone know which fuse powers the fuel gauge or is it not fused?
