update: i jacked up the car crawled underneath and to the side of the transmission is the modulator valve not hooked up to anything but there is another solid line that goes back to up to the carb...

ok all done re-routing vac lines...i did end up finding the check valve not hooked up to anything but the check valve itself was bad anyway. i picked one up at the local parts store for 5 bucks. ...
