Goodyear and Firestone were the most common OEM tire supplier, with Uniroyal and General tire supplying as well, for all styles RWL/WW/BW in G70x14 size in 1970.

Wouldn't the dual white stripes indicate the G78-14 tire option? My '71 Bonneville has the original dual white stripe spare (J78-15) that was an option.
