Personally, I believe the cutout faces down like in your second pic. Lines up with hole in frame.

If you a going to replace fork, try to find a GM piece. The replacement I bought that was supposed to be the best wasn't as hard as my original.

Here's a couple pics of a clip that should be similar to what you are seeing. From a 70 rear bumper bracket. Just holds the bolt in place for assembly.

The bumper brackets should be the same for chrome bumpers and endura with fixed lights. Only the hideaway cars should have the boxed brackets.
Never seen the "L" bracket on a chrome nose, endura...

Funny how threads get sidetracked. As far as I know the inner grilles are bolted to the upper bar. There are no shims and the lower grill floats in the lower mounts that have the oval rubber grommet....

If your pic is of the rear window panel to quarter on a vert it is a common area to crack. It is originally a leaded seem and different shops repair area in different ways.

I'd bet your weatherstrips are a bit too long, binding up the top frame. I had to grind and fit my replacements one at a time , taking material off the ends where they meet. Fit them with the windows...
