Easy to make minor adjustment by adding an extra throttle cable bush or spacer at the pedal hole, just depends what version you have, and all mods can be undone or adjusted further easily.

It piggybacks onto the trunk harness connector that mounts on the inner wheel housing. Obviously the plastic plug is missing, or somehow still hooked to plug and wire have tugged out.

Possibly mentioned already, make sure it doesn't already have a dash cap and they simply haven't added the holes and left handle off, which may have been damaged from someone swinging off it.
