Sure. The best way is to just keep it in outline, just simple black lines with little detail. If you had to, you could eliminate the cactus for the stamp.
I could see several different versions of da bird made, with varying levels of detail, some b/w and some color, for different uses. Higher detailed ones could be used for ads, posters, logos, signs, etc. and simple outline art for stamps and shirts. You might want to search sites like liquidlibrary.com. You might luck out and find da bird, already made!
Ask whomever you hire to burn the Photoshop or Illustrator files onto a CD. Be sure to get copies of the original file, an .eps file for printing and a .pdf file. You can e-mail the .pdf files to places like a newspaper, printer or magazine and they can use it as art in advertising or whatever.
