There are generally two flashers - one for the hazard lights and one for the turn signals. Do your hazards work correctly? If so, look up near the steering column and find the other flasher. Switch that one with the hazard flasher and see if your turn signals are fixed. If so, then replace the bad flasher so you'll still have your hazard lights when you need them.
There are many grounds in a car - the battery ground cable connects to the engine, the engine has a ground strap running to the body, the dash grounds through the bolds on each side that hold it to the sides of the car...
