FWIW, my paint and body guy swears by Plastic Adhesion Promoter, an aerosol made by SEM Products of Charlotte, NC, and carrying their product ID 39863.
He said this stuff makes paint stick to anything plastic, from dashboard bezels to vinyl console pads.
I got a 14.75 oz. can at my local paint and body supply store for less than $5. I think O'Reilly's might carry it; I saw some SEM products there recently.
