The voltage drops probably because the engine RPM is also dropping. Some mechanical load is being applied to slow the engine down, such as the power steering loading the engine when you turn. Also with the air on, the computer should compensate to keep idle speed fixed. Perhaps your idle speed control is not working correctly.
