Things have changed since the 80's. I can attest to the fact I have not seen any 'ringers' - cars delivered to magazines are usually built on the regular production line and have no special treatment prior to magazines testing them. Having driving the new GTO, 13.6 sec quarter mile times seem very reasonable.
As to whether that makes it the fastest production GTO ever, one can argue one way or the other for days on end and not make any headway. Do we compare showroom stock to showroom stock? New tires on the old car in the old tune to showroom stock? New tires and fine-tuned old car to showroom stock? Does one allow a new chip on the new car to simulate a performance-tune on it?
It's obviously fast enough to be fun, and obviously has a lot of potential.
